How this actually works
The small-capital letterforms live mainly in the Phonetic Extensions block, where they were encoded to represent specific speech sounds in the International Phonetic Alphabet. Their linguistic origin explains the one awkward gap: there is no small-capital "x", so that letter passes through as a normal lowercase x.
